Born and raised in Timor-Leste, Sheilla has been an entrepreneur for the past 20 years following a few years in Administration with Médecins Sans Frontières and the UNDP in Timor-Leste.

A Civil Engineer from Canada, Jean has 25 years of construction experience around the world with aid organisations and the private sector. He came to East Timor in 1999 as part of a Médecins Sans Frontières emergency team, remaining in the country after leaving them in 2000 to contribute as a private contractor to the emergent nation’s re-construction effort.
“Timor-Leste is a challenging location in which to operate, hampered by its predominantly young and inexperienced labour force. The duty of an employer is to commit to closing the technological and cultural gap between the capabilities of Timorese employees and those in global industry, providing opportunities for training for success. This can be achieved by, prior to labour uptake, having an understanding of the skillset demand for projects and, from the outset, accurately identifying abilities and potential in candidates for jobs and structuring and managing their work skills development in an ongoing way using the appropriate methodologies. Proper supervision needs to be provided to ensure that the highest standards of quality and OH&S are maintained at all times during all phases of operation. With 35+ years of experience in civil construction and mining, Louis brings a level of maturity and stability to the fast paced, dynamic Caltech environment. His ability to lead and mentor our Timorese employees has proved to be a vital asset in Caltech’s expanding workforce. Since mid-2015 Louis has helped develop Caltech’s management systems to cope with the substantial growth in the business
Having spent a year in Timor in 1999 and 2000 after the independence referendum Louis relished the opportunity to return to the country he had grown to love.

Sarah joined the Caltech Offshore Services team in 2016, bringing with her over a decade of experience in HR, Local Content, training and personnel logistics management within the resources industry. Having previously worked for a client of Caltech’s, Sarah has a unique insight into how Caltech can satisfy client expectations and requirements, in particular with regard to local content programs, along with a strong understanding of the unique considerations and challenges posed when undertaking projects within Timor-Leste.
Sarah’s background in both retail and corporate travel was utilised to assist development of Caltech’s Corporate Travel division in 2017.

Assistant Operations Manager
Joana has been working within Caltech Group for more than a decade. Starting out as Admin Assistant at Venture Hotel back in 2004 , she worked her way up to Assistant General Manager. Joana then transitioned to our petroleum operation and has been instrumental in the ongoing growth of Caltech Offshore Services division.
With a Bachelor Degree in Law, Joana is able to provide invaluable insight in her current role as Assistant Operations Manager, with regards to applicable Laws and Regulations in Timor-Leste and the Joint Petroleum Development Area.
Joana is also heavily involved in the development of our Company Management System and in the redaction and amendment of all our employment contracts.
Environmental Engineer / Senior Project Manager
Santina Moniz secured a degree in Environmental Engineering from Curtin University in Perth WA then worked for Caltech for 4 years in a variety of roles including offshore. She progressed to a Contract Manager position before leaving (with Caltech’s blessing) to complete her Master’s Degree (Master of Business and Management) in New Zealand. She has now returned to Caltech as the Timor lead for our new Environmental Division (Caltech Environmental Services).

Over his 20 year career with the Caltech Group both onshore and offshore, Rojerio has worked his way up from the worksites to senior management by maintaining a can-do attitude, meeting deadlines and never compromising on quality, safety and respect to the environment.
Senior Technical Consultant
Zak joined Caltech in 2018 from a dynamic career background that has seen him gain experience on fishing and pearling vessels, construction and onshore drilling and has included studies in Ocean Engineering at the Australian Maritime Collage. Zak’s skills in mechanical engineering drafting has strengthened Caltech’s ability to illustrate the end result of a construction project to our clients using 3D modelling and CAD design.
